Challenge Magazine was published by Game Designers Workshop, which had earlier published the "Journal of the Traveler's Aid Society". When JTAS was discontinued in 1984 after 24 issues, Challenge Magazine took its place, a brand new magazine but one that continued JTAS's numbering.

That is to say, there never were any issues 1-24 of Challenge Magazine, unless you count the Journal of the Traveler's Aid Society.
